Here are some links that provide reasonable reference information on proportional representation. Wikipedia is another good site for background information.

http://aceproject.org : lots of information about voting systems. I think these are the same people who do the IDEA handbook. They have case studies on many different countries as well.

http://www.wayneon.ca/democracy/PRSimulator/simulator.html : Wayne Smith put together this riding-by-riding analysis of the 2000 election. He also proposed a model and used it to redraw riding boundaries.

http://www.mtholyoke.edu/acad/polit/damy/prlib.htm : The Proportional Representation Libarary has lots of material. It is aimed at fixing United States democracy, but many of the articles apply to the Canadian situation as well.
